Basic constructor macro for iconst-option-none structures.
(make-iconst-option-none )
This is the usual way to construct iconst-option-none structures. It simply conses together a structure with the specified fields.
This macro generates a new iconst-option-none structure from scratch. See also change-iconst-option-none, which can "change" an existing structure, instead.
