Basic constructor macro for svexl-node-var structures.

This is the usual way to construct svexl-node-var structures. It simply conses together a structure with the specified fields.
This macro generates a new svexl-node-var structure from scratch. See also change-svexl-node-var, which can "change" an existing structure, instead.
