Fixtype of storage class specifier sequences [C:6.7.1].
This is a tagged union type, introduced by fty::deftagsum.
A declaration allows a sequence of 0, 1, or 2 storage class specifiers,
subject to some constraints.
For now we just capture the empty sequence (i.e. no specifiers),
