Basic constructor macro for expr-offsetof structures.
(make-expr-offsetof [:type <type>] [:member <member>])
This is the usual way to construct expr-offsetof structures. It simply conses together a structure with the specified fields.
This macro generates a new expr-offsetof structure from scratch. See also change-expr-offsetof, which can "change" an existing structure, instead.
